English version

Conclusion. Laboratory capability can be evidenced in two ways: internally and externally. Internal evidence comes from equipment calibration, personnel training, method validation and quality control charts, all generated by the laboratory itself. External evidence comes from sending the same sample to several laboratories, each measuring independently, and comparing results, which is proficiency testing or interlaboratory comparison. The value of external evidence lies in its independence: it does not rest on the laboratory's self-assessment but uses other laboratories' data as reference. For a client this means that comparability of data has evidence behind it, showing whether the same sample measures consistently across laboratories; that systematic bias can be detected where internal quality control would not reveal it; and that correct execution of the method is verified, since deviation indicates the method may not be executed properly.

How proficiency testing works. The provider distributes samples from one batch, homogeneous in character, to participants. Each participant measures independently, using either the prescribed method or one of their own choosing. Results are reported within a specified period. The provider evaluates each participant's result statistically. And participants receive their own evaluation together with the overall distribution. Sample homogeneity and stability are the crux: if the sample itself is not homogeneous, differences in result cannot be attributed to the laboratories.

How results are evaluated. The z-score expresses standardised deviation from the assigned value, with an absolute value of 2 or below satisfactory, between 2 and 3 questionable, and 3 or above unsatisfactory. The En number expresses deviation with uncertainty taken into account, with an absolute value of 1 or below satisfactory. And qualitative results are satisfactory where they agree with the assigned value. The z-score is the common indicator, dividing the deviation by a standard deviation to give a dimensionless number that allows comparison across different items.

Handling unsatisfactory results. The laboratory should investigate the cause across method, equipment, personnel, sample handling and calculation. It should assess the impact, establishing whether testing data for that item during the period were affected. It should notify affected clients where issued reports are implicated. It should take corrective action addressing the cause. It should verify effectiveness through subsequent comparison or internal verification. And it should record the whole process for audit. Assessing impact and notifying clients is the critical step: if an unsatisfactory result indicates systematic bias in that item, reports issued during the period need re-evaluation.

Common causes. Differing understanding of the method's clauses from the general consensus. Calibration problems, including expired calibration, calibration points that do not cover the range, and correction values not applied. Sample handling differences in preparation, storage and sub-sampling. Calculation errors in units, formulae or rounding. Data entry errors when reporting. And operational differences within the latitude the method permits producing different results. Data entry errors account for a non-trivial share of unsatisfactory results: the measurement itself was sound but the reported figure was wrong, which is quick to find while indicating a gap in the recording process.

What a client can ask. Ask whether the laboratory has participated in proficiency testing for the item you are commissioning. Ask about the most recent result. Ask about frequency, meaning how often that item is covered. Ask about coverage, meaning whether participation spans the items you care about. And ask about the provider, meaning whether it is an accredited proficiency testing provider. These are reasonable questions before commissioning, and a proper laboratory will provide the information.

Limitations. Coverage is limited, since not every item has proficiency testing available every year. Sample representativeness may differ from actual samples. The result reflects the laboratory's condition at the time of participation. It reflects only the measurement stage, not sampling, report preparation or other stages. And the assigned value itself carries uncertainty in some circumstances. Proficiency testing is therefore important evidence but not the whole of it, forming complete quality assurance alongside internal quality control, calibration and personnel management.

Alternatives where nothing is available. Interlaboratory comparison organised directly with other laboratories. Certified reference materials with known values. Method comparison measuring the same sample by different methods. And retained-sample re-measurement at different times by different personnel. These alternatives offer less independence than formal proficiency testing while still providing valuable evidence.

How we handle it. We participate in proficiency testing for relevant items and retain the results, which clients may ask about for any particular item. Where an unsatisfactory result arises we follow the process of investigating the cause and assessing the effect on issued reports, a step owed to clients since it determines whether issued data need re-examination. Where no proficiency testing is available we use reference materials, method comparison and retained-sample re-measurement as alternative verification, with records retained.
