English version
Conclusion. Test data are rarely used only within the commissioning company and commonly flow in several directions. Downstream customers require evidence of conformity. Distributors and dealers need technical support material for sales. Regulators and reviewers receive submissions for registration and supervision. Upstream suppliers need data when incoming material problems are raised. Partners share it in joint development or contract manufacture. And tenders include it as supporting evidence. The reasonable extent differs in every direction: what goes to a regulator and what goes to a dealer differ entirely in depth. The question is therefore not whether to share but with whom, to what depth and in what form.
Reasonable extent by recipient. Regulators and reviewers warrant the complete report and raw data, as originals or certified copies. Registration agents warrant the complete report as a copy under a confidentiality agreement. Major customer audits warrant the complete report as a copy or for inspection on site. Ordinary purchasers warrant the conclusion page or a summary as a copy. Dealers warrant a summary or a declaration of conformity. End users warrant a declaration. Suppliers warrant data for the relevant items as an extract. And tenders warrant whatever the tender requires. Giving dealers complete reports is a common excess: complete reports contain detailed technical parameters and test conditions that dealers do not need and that may reach competitors once released.
Complete report against summary. A complete report contains detailed test conditions, specific data for each item, detailed sample information, descriptions of the test process and statements of deviation. The sensitivity lies in the specific data, which reveal the product's actual performance margin and let a competitor judge your design headroom. A summary may contain product identification, the standard applied, the list of items tested, the overall conclusion and the report number for verification. A summary omits specific measured values, detailed test conditions and sample batch details. Choose by the recipient's actual need: a summary suffices where the question is whether the product conforms, while a complete report belongs where technical review is required.
Redaction. Sometimes data must be provided while sensitive information is protected. Redact specific values, showing conformity without the figures. Redact formulation information and other trade secrets. Redact commercial information including prices, quantities and customer names. Redact other models where a report covers several, providing only the relevant part. Retain verification information, since the report number and issuing body must remain or the recipient cannot verify authenticity. And state that redaction occurred, noting that some information has been withheld rather than letting the recipient take it for a complete report. Retaining verification information matters: redacting even the report number leaves the recipient unable to verify, and the material's credibility falls accordingly.
Choosing the form. Originals only where genuinely necessary. Copies with a seal across the pages, the common approach. Electronic copies, convenient to send and easy to spread. Inspection on site, leaving no copy, which suits audits. Online verification, providing an entry point rather than the document. And watermarked copies naming the purpose and recipient, which supports tracing a leak. Watermarking with the recipient's name is an effective control: marking each copy with its recipient allows any copy that surfaces elsewhere to be traced back.
Managing authorisation. Keep a distribution record of who received what, when, in what form and how many. Agree the permitted use. Agree restrictions on onward transmission to third parties. Agree confidentiality obligations, particularly for complete reports. Set a validity period on the authorisation. And provide for recovery when the relationship ends. The distribution record underpins later management: correcting or withdrawing a report requires knowing every recipient to notify.
Providing data to suppliers. This direction readily loses its boundary. The reasonable extent covers data for items relating to that supplier's material. The unreasonable extent covers all the product's test data. Take care not to disclose other suppliers' information or sensitive whole-product design parameters. And keep the purpose in view: data are provided so the supplier can locate the problem, and enough to do that is enough. Enough to locate the problem is the reasonable boundary: suppliers need to know under what conditions their material fell short, not the whole product's performance data.
Verifying reports you receive. The reverse applies when someone provides you with a report. Verify authenticity through the issuing body's verification channel. Check coverage, confirming the models covered are those you are buying. Check the edition, confirming the standard is current. Check currency, confirming the report is still valid. And watch for redaction, noting whether anything was withheld and whether it affects the judgement. Checking models covered is where problems arise most: a supplied report covers a different model in the same family, appearing to be a conformity report while not covering what you are actually buying.
How we handle it. We provide a report verification channel, so that recipients can confirm authenticity and current status from the report number, which the circulation of reports requires. Clients needing versions of different depth may say so when commissioning, and where both a complete report and a releasable summary are wanted we can issue both. We provide no report or data to third parties without the client's authorisation, including the client's own customers and suppliers, and we pass third-party enquiries to the client to decide. And when a report is corrected or replaced we notify the client, who notifies downstream recipients from their distribution record.
