English version
Conclusion. Receiving a test report is only the beginning, and it is usually put to use years later. Registration documentation may need supplementary data when a reviewer raises a question. System audits may require sight of a report for a particular item. Customer audits may bring requests from purchasers or distributors. Quality problem investigations may need the original data. Change assessments may need to judge whether a change affects an existing conclusion. And product continuation may cite it at renewal or revision. These occasions share a requirement: finding a specific report quickly and establishing what it covers. Poor filing leaves reports unfindable when needed, or findable but unclear in scope, and their value is discounted accordingly.
What to record when filing. Report number for unique identification and retrieval. Issuing body for confirmation of accreditation. Issue date for judging currency. Standard and edition for judging applicability. Models and specifications covered, for scope. Items tested, for item coverage. Sample batch, for traceability to production. Conclusion, covering conformity. Validity period or conditions of applicability, for currency management. And associated changes, for whether it has lapsed. Models covered and standard edition are the two fields used most in retrieval, since most enquiries ask whether a given model has a report under a given standard.
Managing validity. Reports do not remain valid indefinitely, and several circumstances invalidate them wholly or partly. Standard revision, where changed clauses may make the original data inapplicable. Design change to structure or materials. Process change in manufacture. Supplier change for key components. Expiry where an interval applies. And replacement, where the original is withdrawn. Maintain a validity status for each report and update it when these occur. Partial lapse should be marked clearly: a standard revision may change only a few clauses while the rest remains valid, and the record should show what remains usable.
Establishing traceability. Report to product, covering which models and specifications it covers. Report to batch, covering which production batch the samples came from. Report to standard, covering which standard, edition and clauses. Report to change, covering which change it followed and which changes affect it. Report to report, covering supersession, supplementation and citation. And product to report, the reverse query of which reports cover a given model. The reverse query is used most in practice: system audits ask whether a given model has a report for a given item, so the index must support looking up reports from products.
Building a coverage matrix. This is the effective tool for managing several reports. Rows are requirements, being each requirement of the applicable standards. Columns are product models on sale. Cells hold reports, naming which item of which report covers that combination. Empty cells are gaps, visible at a glance. And the matrix needs updating when products change, reports are added or standards are revised. A coverage matrix earns its keep at system audit and in registration preparation, answering directly whether coverage is complete.
Retention requirements. Set the retention period from product life and applicable requirements, generally no shorter than expected product life plus some years. Protect originals through suitable storage conditions for paper. Keep electronic copies, whether scanned or natively electronic. Back up off site for important material. Control access, covering who may view and who may amend. And record loans of originals. Retention should follow product life: a product expected to serve ten years may need its data kept longer still to meet traceability needs.
Points on going electronic. Use formats readable over the long term, avoiding proprietary formats tied to particular software. Apply consistent file naming for retrieval. Record metadata separately from the files, for retrieval. Keep copies complete, including annexes, figures and signature pages. Ensure authenticity, so that electronic copies match originals. Adopt a backup strategy with periodic backup and verified restoration. And migrate media, since storage media age. Separate metadata is the key to retrieval efficiency: with only PDF files, answering a query about a model and item means opening each in turn, while a metadata table turns the query into a filter.
Common filing problems. Storing files without an index leaves everything present and nothing findable. Unclear coverage leaves the models a report covers unknown. Unmanaged validity leaves lapsed reports indistinguishable. Changes unlinked to reports leave nobody knowing which reports a change affected. Unassigned responsibility leaves nobody maintaining it. And inadequate retention destroys material before it is needed. Changes unlinked to reports carries the most serious consequence: a change occurs, nobody assesses whether reports have lapsed, and the audit reveals that the reports no longer cover current product.
How we handle it. We retain reports and raw records as required, and clients who lose a report may request a search and a replacement copy. Our reports state the standard edition, the models and specifications covered and the sample information explicitly, which are the fields a client's filing index rests on, and stating them clearly makes later management workable. Where a standard is revised we can help assess the validity of existing reports, covering which clauses changed, which original data remain usable and what supplementary testing is needed. And where a report is replaced or corrected we state its relationship with the original, so that clients can update the validity status in their files.
